Canon suggests that a Muggle bold enough to write to Hogwarts wouldn't
need an owl.
"Severus saw the envelope [Dumbledore's reply to Petunia] and he
couldn't believe a Muggle could have contacted Hogwarts, that's all!
He says there must be wizards working undercover in the postal service

Obviously Lily wouldn't have put it this way if she'd helped Petunia
to contact Hogwarts herself.
