Isn't it Narcissa who says Draco can identify them in the first place?
I got the impression she didn't have any way to give him nonverbal
instructions before she brought the three in and told them Draco would
know who they were. My recollection was that both Narcissa and Lucius
were looking forward to Draco being able to save them by identifying
Harry and so giving them the go ahead to tell LV and get back in his
good graces and Draco was the only person who was reluctant at all.
