That's not how I read the scene. I think the subtext is that Draco
has seen his father falling apart as Lucius is more and more pressured
by LV. He's always depended on his father to be his protector, and
he's someone who can't stand up for himself, so he switches to his
mother. At this point, she sees that her family is in mortal danger,
and she's not willing to take any chances that might put especially
her son at further risk. Draco has gotten the message and won't do
anything overly risky. Hermione and Ron are one thing, Harry is
another. So Draco refuses to identify Harry, then crosses the room
and stands next to his mother, who drives the rest of the Malfoy
family actions in the scene.
