Yes, the instructors certainly failed to demonstrate how to cast 
Protego.

What they should have done is demonstrate the spell and then review 
it with the students to make sure everyone had an idea of what it 
was. Then if they wanted a pair of students to demonstrate whether 
they learned it or not, the students would have least had a chance. 
Instead Harry is left with a bumbling Lockhart and no instruction. 
That is not the way to teach students, unless you want them to fail.
