Viktor is from Durmstrang and probably a citizen or resident of
Bulgaria (since he plays on their national team), so his Animagus
registration would be in one of those countries rather than on the
British list which Hermione checked.
However, I agree with you that he was not an Animagus. What would it
say about someone's character for their Animagus form to be a shark?
I previously worried about the 'fish out of water' problem: if people
had no way to know in advance what their Animagus form would be,
suppose after long effort one finally succeeded in transforming ...
into a goldfish! Would one be able to turn back into human before
dying of air?
