I think a Dark Wizard with the Inferius spell can turn any relatively
fresh corpse into an Inferius unless it has been somehow magically
protected. That must be part of the normal wizarding burial ritual,
altho' it wasn't pointed out to us at DD's funeral because Harry
didn't know about it.
Still, I agree with your conclusion that Voldemort personally murdered
a lot of people.

In DH, Rowling actually described how Voldemort feels when killing.
This is in chapter 17: "And he was gliding along, that sense of
purpose and power and rightness in him that he always knew on these
occasions ... Not anger ... that was for weaker souls than he ... but
triumph, yes ... " It's not sex.
