It wasn't a verbal instruction.  My impression of the scene is that 
Narcissa is now in control.  After Draco refuses to identify Harry, he 
walks over to her, and she confirms his action by reminding Lucius 
what the consequences will be if they are wrong.  As the risk is less 
if Ron or Hermione is wrongly identified, Narcissa seems to leave it 
up to Draco to decide what to do about them.  At this point, Draco is 
so terrified that he will not do anything that might put himself and 
his family in further danger.  That's how it read to me, anyhow.
