It came from John Mortimer's books which went on to be a TV series, 
"Rumpole of the Bailey".

I have to admit that I've never given thought to why Voldemort, as a character, 
received that "title". Perhaps in the same way that real world dictators were 
publicly referred to other than by their names - "Der Führer" or "Il Duce" for 
instance.
