In this context, I believe it means he gave them instructions on things they could do for pay. Perhaps where to look for people to Snatch to get a reward, or similar. If he were under Imperius, though, he could do something like that.

The flayed baby under the chair that no one could help did not move you to pity? I suppose the image was somewhat confusing, which might have not helped. I was pretty sure I was looking at the surviving bit of Voldemort's main soul, so it worked for me. Actually, learning Little Tom's backstory also worked for me.
I think the impression with Gellert is longer-lasting, because we also see him trying to do the right thing, throw Voldemort off the scent of the Elder Wand, and admonish him to rethink his priorities.
