This actually makes the "leaky Hogwarts charm" worse...as Charlie's friends aren't even current Hogwarts students! (presumably)

(and no exceptions for alumni either, since almost every wizard in the UK is a Hogwarts alumnus)

Anybody care to unravel this inconsistency?  "DD's charm repels only those (adult) wizards with bad intentions (with a loophole for transporters of illegally-procured dragons, as long as they're being taken out of Hogwarts, not in)"?
