Actually  we are also given the date of Death of James and Lily Potter.  
October  31, 1981 is the date on their headstones( on pg 328 hardcover Scholastic  
edition) in Deathly Hallows when Harry visits their graves in Godric's  
Hollow.  so we know Harry was Born July 31, 1980. the epilogue takes  place in 
2017.  
Where did 1983 come from?
