According to Sirius,  Orion's likely response to the news that his son Regulus became a Death Eater would have been to consider Regulus "a right little hero". So there was some inclination in that direction, anyway.

The reason I'd find your theory unlikely is that to Draco, Orion is nobody. His mother's uncle, who died the year before Draco was born.
