No.Limberger responds:
I disagree.  The cup was transformed into a portkey to transport
Harry to Voldemort's location to be used in his plot to obtain
a new body.  Neither Harry nor Cedric had any knowledge that
this was the case, nor that Moody was not who he claimed
to be.  Cedric and Harry each did what was right.  Cedric was
unfortunate to be in the wrong place at the wrong time and
was murdered.  Harry was unfortunate to see it.  Neither was
"punishment", it was simply a sad series of events.  Innocent
people can be caught in the crossfire and be wounded or
killed.  This is simply a fact of life that JKR used in GoF.
