When I think about it, a lot of humorous moments occur at the Burrow or are produced by Weasleys such as Charlie saying that his mother will have kittens if she finds out Harry has to fight a dragon for the Triwizard Tournament.

That's not particularly funny. Is the phrase "having kittens" unusual where 
you live?

It's a very common expression in the UK when someone is likely to create a 
fuss, get annoyed or concerned or disagree with the suggestion..... and it's 
not usually used in a funny sense.
