Why didn't DD reveal Voldemort's identity?

I don't necessarily disagree with your analysis, but I will
point out that Dumbledore may have indeed revealed details of
Voldemort's past, just not to the world at large. But
Dumbledore does seem to communicate with people at the Ministry,
if not the Minister himself. But they don't seem very eager
to hear what Dumbledore has to say.
Like so much in government, they are not quick to reveal the
truth about anything.
Now, exactly who at the Ministry Dumbledore told is uncertain,
but, as I said, he didn't keep in an absolute secret, but he
didn't go shouting it about either. That would have as we
seem to agree, have put a crimp in his plans and his research.
The only point I'm making is that just because we don't see
Dumbledore tell anyone, and just because the public in general
don't seem to know or want to know, doesn't mean Dumbledore
hasn't tried to tell key people the truth of the matter. Or at
least parts of the truth of the matter.
So, just because we don't see it, doesn't mean it didn't happen.
On a similar but unrelated note, and something that makes me
laugh when I think about it, is Harry showing Scrimgeour the
scar on the back of his hand. Do we actually know that
Scrimgeour knows about Umbridge's 'cutting quill' and how and
on whom she used it at school?
If not, then Scrimgeour must be puzzled as to why Harry is
always shaking his fist at him. I think we are meant to think
that Scrimgeour understands the gesture, but we don't know
that he does because the story never tells us so. So,
every time Harry shakes his fist at Scrimgeour I laugh
thinking that Scrimgeour can't figure out why, or can't
understand the significants of it.
Again, I'm just re-emphasizing the point that just because we
didn't hear about it, doesn't mean it didn't happen.
