I do believe Hagrid.  I think that he honestly didn't know that Harry didn't know anything about Hogwarts or the Wizarding World.  It makes me wonder what the conversation between Hagrid and Dumbledore, when Dumbledore sent him on this mission, was like.  Did Dumbledore know that Harry didn't know?  Probably not.

Dumbledore should have had some clue about the Dursleys no telling him. He had a pretty good idea what kind of family Harry was going to, probably he had some kind of idea what the Dursleys' opinion of magic.

What makes DD think that the Dursleys would tell him?
