Plotting device, yes...but I think JKR does believe in "blood" to a certain extent. In that case, it would be reasonable that a family would share traits or values. 

Yet, it would be just as likely for some families to represent several houses.

Potioncat:
She was offered Ravenclaw, but asked for Gryffindor. She said on the train that first year that Gryffindor was the best house. Again, the Sorting Hat taking preference into consideration.

As for me, I just wouldn't want to live in the underground dorms of Hufflepuff or Slytherin. But I'm not sure if I could convince the Sorting Hat to let me have Ravenclaw.
