I think Dobby is just referring non-specifically to the "Dark Arts". The moment he mentions these powers, he starts to beat himself over the head with a lamp. This must mean, in my opinion, that he is referring to powers his masters use, as I think he is punishing himself for insinuating that they are not decent wizards. Since I believe Lucius does not know about the Horcrux, I do not think this is what Dobby meant.
