I don't know why Sirius was there, but we know how he found out where Harry was. Hagrid had told him that Dumbledore wanted Harry  to go to his aunt and uncle. Sirius, as a family friend, would know where Lily's sister lived. 

Sirius might have feared that Peter would show up at Privet Drive, but maybe Sirius just hoped to get a look at Harry. He can't have been around for long or he'd have discovered how Harry was being treated.
