I don't know if the Dementors would be able to approach the house. I think not. If Harry was to be truely safe there, all forms of evil had to be blocked.
I think the guards were to defend Harry and call for help if needed. Harry was free to wander around and he didn't even know he was being watched. Mrs. Figg says something about not being able to help if the Dementors returned, which means to me Mundungus was supposed to use magic to protect Harry, but she couldn't.
