I think it's meant to be a good example, but I'm not sure frugality is the point. How many thirteen year olds have a vault full of money to spend as they wish? Nor is there any point where Harry is rewarded for not wasting his money. 

 Rather I think it's meant to illustrate prudence, also demonstrated by Harry's willingness to do his homework, obey Fudge's strictures about not wandering into Muggle London, and his expectation that he would be punished for breaking the law. Unlike the young Marauders, Harry  does have a strong sense of responsibility, though the temptations of Hogsmeade will prove to be too much for it.
