I know it is mentioned several times. In SS U.S. paperback p 126 Percy says ". . . that's Professor Snape. He teaches Potions, but he doesn't want to -- everyone knows he's after Quirrell's job. Knows an awful lot about the Dark Arts, Snape."
In COS Harry and Ron notice Snape is not at table and Harry says to Ron: "Maybe he's left, . . becausee he missed out on the Defense Against Dark Arts job again!" U. S. paperback at 78.
In POA paperback p. 93 "It was common knowledge that Snape wanted the Defense Against the Dark Arts job, but even Harry, who hated Snape, was startled at the expression twisting his thin, sallow face."
Not sure where it says he applied every year, but I do remember that statement was made
