But then did he not ask Sirius to stay indoors at 12, GP and not risk going out? I'm not saying that this is a great idea of his but I'm not sure what else he could have done for Sirius though. 

Did he not take away Harry from Sirius so that Harry could benefit from the protection of his mother's sacrifice? He could have consulted Sirius though, I admit.
