Since Draco thinks that Harry would want to seek revenge, he must know that Sirius (supposedly) betrayed the Potters to their deaths. I don't think he's "disrespecting" Sirius at this point; he's taunting Harry to goad him into going after a notorious mass murderer who specifically wants to kill Harry (or so Draco and everyone else involved thinks). It's quite comparable, IMO, to Sirius daring Severus to enter the Shrieking Shack to have a nice, scary encounter with a werewolf. If he later "disrespects" Sirius (and I'm not sure what you have in mind here), it may be because Sirius wasn't a true Black in that he was Sorted into Gryffindor.
Can you cite the passage you have in mind to help us out here?
