I think that is part of it. We certainly know that, in her classroom, Trelawney is putting on a dog and pony show. She is dressing everything up to hide her own insecurities. She frequently overdresses thing to make them seem more important than they probably are. Yet, this overdressing actually diminishes the very things that are vitally important.
Still, as much as Seeing is a skill and talent, so is the interpretation aspect. Trelawney's great great grandmother was not only a gifted seer, but also a gifted interpreter of what she was. Though far more likely she simply conveyed what she saw and left the interpretation to the person she was reading.
Just a thought.
