JKR said that she gave Hermione an unusual name because she thought people were going to find the character hard to take (not JKR's exact words, but something like that) and didn't want anyone with the character's name to be the target of teasing.
I think JKR wanted the Weasleys to come across as likable, popular and "normal" for a family of wizards, so she gave them familiar names. Other characters, whom she wishes to suggest are strange, unusual or eccentric, are named accordingly.
