What proof did Dumbledore have? Peter had changed to a rat and
disappeared and Dumbledore had already said that the ministry
would not take the word of three 13 year olds or a werewolf and
Snape never saw Peter. So who else do you think witnessed it? And
why did they not come forward because Dumbledore didn't know about
them.
