I think it shows just how strongly everyone believed Sirius was guilty. We have the benefit of hind sight now, but think how we Harry, Snape, McGonagall you name em, felt about Sirius in the earlier parts of PoA. 

DD knew someone in the Order, close to the Potters, was a spy. And once LV got to the house, it was evident Sirius must have told him how. If DD had any doubts, Sirius' behavior when he 'killed' Peter would have vanished them. So I think a broken-hearted DD testified to the truth that he knew--Sirius Black was the Potters' Secret Keeper.
