Geoff:
As several other members have pointed out, it is most certainly a 
familiar form of William. Nowadays, Bill is sometimes bestowed on 
a child as the full given name and there has also been a growth in 
the use of Will as the shortened form which became fashionable after 
the birth of Prince William.
