If the map showed soul bits, Harry would have noticed that he was carrying a fragment of Riddle. Thus, the map also would not have been able to show that Quirrell or Ginny was possessed.
Since Dumbledore tried to suppress all knowledge of horcruxes, it is possible that the Marauders never knew that soul fragments existed, and wouldn't have designed the map to detect them. Regulus knew about them, but Sirius shunned his family's knowledge of the Dark Arts.
