Dorothy:  At least we know that house-elves can become drunk on butterbeer, 
and we found out that the Crouches felt (and so Winky did, too) that Bagman 
was a "bad man".  We also found out that some house-elves cannot change 
their loyalties, but some can, and that they all can take care of their own.
  I think that's plenty of "purpose" being served by having Winky be one of 
the characters, and maybe that's more than enough.  It sure made for 
interesting reading.
