Yes I think house elves are mainly for rich families. But I think the only rich families that are referenced are the Crouches and the  Malfoys. And that old lady in Deathly Hallows. Besides I just can't see the Weasleys with a house elf. But Ron does make reference to wishing he had one. I can't remember the book right off hand. But if I had to guess I think its in Chamber of secrets.
