Apparently not.  In CoS, when Ron, Fred, and George flew the car to rescue Harry, Harry thought they were doing underage magic.  But Ron said, "Oh, this doesn't count.  We're only borrowing this, it's Dad's, *we* didn't enchant it."  It would be the same thing for flying a broom.  Or having a Sneakoscope go off; Harry didn't get in trouble for that either.
