Where are you getting that Karkaroff went to Hogwarts? I don't remember that. The "Dear old Hogwarts" comment is a sign that Karkaroff had been there before. Maybe at a previous Tri-wizard tournament or maybe in some other capacity.
Becoming headmaster of Durmstrang is a sign that Durmstrang doesn't mind a bit of the Dark Arts. It may even be encouraged.
