Presumably the Goblet of Fire wasn't affected by Veela charms. But being part Veela could have made Fleur overconfident when it came to the second task. The Veela of folklore is a water spirit, and she may have thought that would protect her. Kind of like Draco thinks that because he is on the side of the dark creatures, they won't hurt him.
