Geoff:
Umbridge is a singularly unpleasant and dangerous woman. In our 
sightings of her in OOTP, among other things she appears to be 
obsessed with "Cornelius" - ie Fudge. This might be extreme sycophancy 
or something more underhand. She obviously enjoys (a) power - over 
other people and (b) being sadistic, traits which being in charge of 
Hogwarts allows her to exhibit.

Once she is removed from the school her opportunity comes when 
Voldemort's supporters infiltrate the Ministry and the wheels effectively 
come off the administration of the Wizarding World, creating a situation 
where she can openly use the two traits I mentioned. Power and sadism 
are hers to utilise without fear of a comeback; hence her appearance
in the Thicknesse Ministry and what is a blatant defection to the other 
side. It was bad, I agree but who was going to stop her?
