While I can agree that a large part of Dudley's behaviour can be attributed to his upbrining, this does not excuse his actions. Everyone is responsible for his own actions, though of course those actions may be explained or reasoned. I do wish that Dudley had been less mean to Harry. I don't talk about being nicer, being less mean would have sufficed.
