 When Grindelwald said he was never the true master of the Wand, I think he meant that figuratively. He was obsessed with possessing it since childhood and even when he took it from Gregorovitch he was obsessed with keeping it. So with decades in Nurmengard to dwell on defeat, he realized that he was never master of the Wand. The Wand was the master of him.
