 Good question! I remember thinking the same thing. I remember Ron saying "they only have one good jump in them" so maybe they stop moving pretty quickly. And maybe after they stop moving they look more like just candy. 
 

 In the real world I got a chocolate frog at the Harry Potter Studio Tour. It's huge, hard to eat, and not very good chocolate. I was disappointed. A month later I still have most of it.

 As a Muggle however, I would find it strange to eat something that appears to be alive (kind of like eating a live goldfish).  A Chocolate Frog moves and flexes and jumps.
 

 A friend said she just thought of it as "enchanted candy" (which of course it is), so it wouldn't bother her.  For me though, candy that moves and acts the real thing would increase the Ew factor.
