The man is pure insane, cruel, and egomaniacal.
Next would be the Ministry and Minister for not giving a damn about the people they are to protect and serve.
Voldie you know is evil and killing him gets rid of him for at least a few years, but Bumblemore seems to be able to get almost any one to do almost any damn thing he suggests and they take the fall and the Ministry appears to have no legal restrictions on the evil it can do.
