I have a thought about this.  Has Draco been cast yet - that we know of?  I think it's possible that the answer is yes, it's someone pretty big in the movie industry, and all of the "shadow" figures are a big PR ploy to keep the character of Draco in the dark - so to speak.  Of course, this is all just conjecture on my part.
