I'm rereading PoA right now, and I actually just finished reading this scene.  What *I* got from it was that Remus was caught off-guard - hearing Harry talk about James, one of his dearest friends.  I felt that Remus just got choked up thinking about someone he loved who is no longer here.  You know that feeling you get in your throat when you're trying not to cry?  That would definitely cause a "strange voice".
