Harry has a 'personal relationship' with Fawkes, so perhaps because of that fact, the spell worked in Harry's favour because of that. Even though the tail feathers themselves aren't attached to Fawkes at the time of Harry and V's encounter, perhaps that, and the fact that it's a fight between good and evil and the feathers came from a 'good' Phoenix, is at least one of the reasons.
