Maybe Care of Magical Creatures is manadatory up to a certain year.  Maybe in the Last 3 years you focus on your "major".  Maybe is Harry decides he wants to be an Auror, he'll have to take more specialised classes than the other students.  It doesn't seem that ther is Wizard University!  Percy went right into the Ministry of Magic at 17 or 18.  Looks like Witches and Wizards have to pick their career paths quite early!  So maybe Charlie chose Advanced Care of Magical Creatures!  Can yo imagine choosing Potions as an area of specialty and having to take extra classes.spend extra time with Snape?!
