So perhaps, if our late bloomer had grown up in very happy circumstances, accidental magic might not have happened. I think we're talking about Dudley here! I've said before that I think that Dudley got a Hogwarts letter that summer as well (& that Vernon knoew what Harry's letter was the moment her saw it). He's had extremely little stress (except when placed on diet). Wizard world could care less if Duduley ever goes to Hogwart's, but insists upon Harry's attendance (of course). But, ther will come a time Dudder's magical powers cannot be denied any longer.
