But, at the end of GoF, Voldemort said something along the lines of, one of them he believes he has left forever and of course will be killed (and we assume this is Snape).  But, he *believes* he has left forever, which gives the idea that he isn't totally convinced.  And Snape has good reason for not showing up at the DE reunion--nobody can apparate or disapparate on Hogwarts grounds, so he *could* go groveling back to Voldemort with that excuse and continue to be a spy for Dumbledore.
