I think that Pettigrew probably crept off to Diagon Alley after the big blow up and allowed himself to be found and then sold as a pet rat. This would ensure that he would be adopted by a wizarding family with kids. In order to not be adopted by a child too young to be attending Hogwarts he could just be boring or nasty to small children and terribly charming & brilliant for kids, oh say, 11 years old! Since he was caught as an adult rat who apparently didn't have any magical traits (as stated in PoA), he would be sold cheap. Sounds like a good candidate to be a Weasley pet to me! So, I don't think he picked the Weasleys, it just worked out that way! Worked out great for him in the end!
