He probably does live there, but the others don't have
to use the doorbell.  In fact at one point Sirius
remarks that he's told the others NOT to use the
doorbell, so as not to disturb dear old mum.  So it's
my impression that everyone could get in with a wand,
they just use the doorbell to be polite.
