I don't think House Elves as a whole would go any one way. For one
thing, most of them don't even seem to have much contact with others
of their kind. Before they got clothes, both Winky and Dobby were
very isolated by their Wizard families, and Kreacher couldn't have
gone anywhere if it weren't for Sirius's "Get Out!".
Granted the Hogwarts Elves might conceivably at least be in the
position to make some sort of collective decision. And the Ministry
probably has a big group of elves that work together and might do the
same, but in general if somehow Elves manage to get around their
magical link to their "masters" and decide for themselves which way
to side, I imagine it will be as individuals at least as much as,
say, the students at Hogwarts. So some elves will be like Draco, who
seems to be simply following the path his parents set him on without
thinking for himself, but others will make their own decisions. I
hope they choose as Sirius did and not like Pettigrew, but just as I
wouldn't say that all Hogwarts students will take the same side, I
can't imagine that all House Elves will.
