This baffled me at first, although now that I've thought more about
it, I think I understand why. Dumbledore knew unfriendly fire was
coming through the door, and he made a split second decision to
potentially sacrifice his own life to save Harry's. He knew Harry's
"love of playing the hero," and knew that Harry would join in the
fray if left to his own devices, which would increase the possibility
of Harry being hurt or killed. By freezing him, he ensured Harry's
physical safety, although Harry's emotional well-being has suffered
considerably.
